The verdict

Strong

Both earn Scene+ and favour Sobeys-family groceries, but the Gold is the far stronger card: 5-6x on food versus 3x on Empire groceries and 2x on dining, no foreign-transaction fees, and up to 50,000 Scene+ points versus 10,000, for a $120 fee the no-fee card doesn't charge. The free Scotiabank Amex is a fine light-spender or second card, but anyone with real grocery-and-dining spend, or who travels abroad, out-earns the Gold's fee comfortably.
